U.S. Embassy Mexico—International Narcotics & Law Enforcement Affairs (INL Mexico) CONOCER Criminal Analyst Certification Services
Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

This contract amendment pertains to the procurement of bulk sampling and analytical laboratory services for the Defense Logistics Agency. It clarifies the structure and pricing of the task order-based services, including material testing, sampling, and travel, with specific fixed and estimated costs outlined for each CLIN (Contract Line Item Number). The analytical testing involves assessing material conformance to government specifications, with the contractor responsible for representative sampling, testing, and delivering Certificates of Analysis within an 80-day window, allowing the government at least 10 days to review and accept or reject the material. The contract is set up as an IDIQ (Indefinite Delivery, Indefinite Quantity), with each task order detailing the material type, sampling location, timeframe, and testing requirements, often at vendor sites or government facilities. The pricing sheet attached to the amendment replaces the original, providing updated cost details for services over a three-year period, with ceiling prices established for sampling labor, testing, and travel. The contract emphasizes flexibility in handling variable quantities and shipment schedules, ensuring timely testing and reporting to support government stockpile management.
