AI Contract Overview
The 55th Contracting Squadron is seeking small business vendors to provide bulk liquid medical oxygen delivery, refill, and tank rental services at the 55th Medical Group on Offutt Air Force Base, Nebraska. The requirement calls for the rental of a minimum 900-gallon Liquid Oxygen Storage Vessel equipped with an 8-cylinder medical oxygen manifold system, alongside ongoing refills of medical-grade liquid oxygen as needed. The vendor must supply all transportation, labor, parts, tools, and maintenance required to ensure continuous operation, with a minimum 99% system uptime and rapid response to service requests. Performance must comply with NFPA 99 and ASSE Series 6000 standards for medical gas systems, and the Contractor is responsible for quality control, equipment maintenance, and timely resolution of defects, with no more than one valid complaint per quarter to be resolved within two working days. The contract structure includes a one-year base period, four optional one-year extensions, and a final six-month option, potentially spanning 5.5 years, with delivery and service exclusively performed at the 55th Medical Group. All vendors must be small businesses as defined by the SBA, since this solicitation is a total small business set-aside, and interested parties are to express interest via email with a capabilities statement, including past performance if available. The solicitation is not a priced contract but a sources-sought notice, meaning pricing and contract type will be determined in a future Request for Proposal. Contractors must adhere to strict physical security protocols at Offutt AFB, including coordination with Housekeeping for access or obtaining a contractor badge through Security Forces, and must follow key and lock control procedures to prevent unauthorized access. No security clearances are required, but vendors must safeguard Government property and report any organizational conflicts of interest immediately. The Government will conduct oversight through a Quality Assurance Surveillance Plan, with acceptance determined by the Contracting Officer and designated COR, while payment, invoicing methods, and accounting details remain unspecified. Vendors must ensure all equipment is properly maintained, with removal of existing systems requiring 72 hours’ notice.
