Bus Interface Unit (BIU)

This solicitation issued by the Texas Department of Transportation seeks Bid Interface Units (BIUs) for its Seguin Regional Distribution Center, with a focus on the delivery of fully compliant traffic signal controller assemblies meeting stringent technical specifications. All materials must be free of defects, of merchantable quality, and meet or exceed NEMA, TMUTCD, and ITE standards. Pre-qualification via submission of one complete cabinet assembly to TxDOT’s Traffic Engineering Section is required unless already listed on the Master Product List. Responses must be submitted through the Euna Procurement system with exact section formatting, no encryption or embedded files, and strict adherence to naming conventions. Failure to submit any required document, including the Bid Table, Execution of Offer, Texas Family Code Schedule, Compliance with Specification, Assumptions Schedule, and Addenda Acknowledgement, will result in disqualification. The contract is awarded on a best value basis, not simply on lowest price, with evaluation centered on the respondent’s approach to meeting the specification, vendor performance history via the CPA Vendor Performance Report, and best value considerations such as installation and life cycle costs, delivery terms, employee training expenses, quality and reliability, vendor capability, past performance, compliance with laws, financial resources, and ongoing service and maintenance support. TxDOT retains the right to inspect goods at any time, including at the vendor’s facilities, and may conduct burn-in and load testing under controlled conditions prior to acceptance. Payment is made via warrant or direct deposit within 30 calendar days of receiving a correct invoice for accepted goods or completed services, with electronic invoicing preferred.
