Bus Stop Real-Time Signs

The City of Santa Monica, through the Santa Monica Department of Transportation (SaMoDOT), is soliciting proposals for the purchase and installation of approximately 100 to 125 real-time information (RTI) displays at Big Blue Bus stops. The project requires the delivery of ADA-compliant digital displays featuring text-to-speech capabilities, integrated loudspeakers, and a 3:1 color contrast ratio. These units must be vandal-resistant, NEMA Class 4/4x rated, and capable of operating in temperatures from 0 to 150 degrees Fahrenheit. Connectivity must be supported via 4G/5G LTE networks using GTFS and GTFS-Realtime data feeds. Power solutions must include either 20W solar arrays or lithium batteries with a minimum three-year lifespan. The selected vendor will also provide a cloud-based Content Management System for remote monitoring and updates. This is a five-year firm-fixed price contract awarded based on a best-value trade-off approach rather than the lowest cost. Evaluation criteria are weighted across technical competence (25%), ability to meet timelines (20%), cost (20%), product design (15%), stability and references (10%), and presentation (10%). Proposals must be submitted electronically via the ProcureNow portal by June 17, 2025. Mandatory requirements for respondents include a valid City of Santa Monica business license, Department of Industrial Relations registration, and compliance with the Living Wage Ordinance and Oaks Initiative disclosures. Performance will be verified through on-site inspections at the bus stop installations, requiring detailed logs and geolocation documentation.
