Solicitation SPE4A7-27-T1941 is issued by the Naval Ordnance Systems Command under the Department of Defense for the procurement of six nonmetallic rubber bushings, identified by NSN 5365-00-598-7845. The contract is not a small business set-aside, although it provides a price evaluation preference for certified HUBZone small business concerns. Delivery is required within 20 days after receipt of order, with the place of performance and delivery located in San Diego, California. The procurement is a candidate for automated award, and any offers utilizing additive manufacturing processes are ineligible for award. The contractor must adhere to strict technical and quality requirements, including DLA packaging requirements (RP001), bare item marking (RQ017), and MIL-STD-129 for shipment and storage. Because the item contains technical data subject to ITAR or EAR, the contractor must be approved by the DLA controlling authority and maintain a US/Canada Joint Certification Program certification. Inspection and acceptance will occur at the destination based on zero-nonconformance sampling plans. Payment and invoicing must be processed electronically through the Wide Area WorkFlow system. Additionally, the contractor must comply with the Buy American Act, the Berry Amendment, and various cybersecurity and safeguarding regulations for covered defense information.
