AI Contract Overview
This contract solicitation, identified as SPE4A6-26-T-54V8 and issued by the Department of Defense’s ASC Commodities Division, pertains to the procurement of 161 units of "BUSHING, SLEEVE" with an associated First Article Test requirement. The place of delivery and performance is Robins Air Force Base, Georgia. The contract emphasizes strict adherence to technical and quality standards outlined in the DLA Master List of Technical and Quality Requirements, along with compliance to specified MIL-STDs such as MIL-STD-2073-1E for packaging and MIL-STD-129 for marking. The contract incorporates export control requirements consistent with ITAR and EAR regulations, requiring contractors to hold appropriate certifications and training for handling export-controlled technical data. Inspection and acceptance of the product will occur at the origin facility, with the government maintaining responsibility for confirmation of compliance, including mandatory first article testing and quality controls following SAE AS9003 or ISO 9001 adapted standards. The contractual structure requires electronic submissions exclusively via the DLA Internet Bid Board System (DIBBS) by May 21, 2026. Payment and invoicing will be conducted through Wide Area WorkFlow (WAWF). The contract outlines numerous federal acquisition clauses addressing labor rights, cybersecurity and safeguarding covered defense information per DFARS 252.204-7012, prohibitions on acquisition of certain telecommunications equipment, and whistleblower protections. Marking and packaging must prevent damage and contamination using approved methods, while representation and certification requirements mandate disclosure of socioeconomic status and compliance with covered defense telecommunications equipment restrictions. The contract emphasizes compliance with NIST SP 800-171 cybersecurity standards, requiring related assessments and reporting. Pricing details for the primary supply item are not provided in the solicitation text, and award evaluation appears focused on technical acceptability combined with price competitiveness, operating on a likely low-price technically acceptable basis processed through automated DIBBS procedures. No attachments or detailed evaluation criteria beyond those required by regulation are disclosed in the solicitation as provided.
