Solicitation SPE4A6-27-T-6638, issued by the DLA Weapons Support ASC Commodities Division, is for the procurement of 42 sleeve bushings (NSN 3120-01-275-4591), which are designated as critical application items. The items must be produced according to TDP Rev A Gen 1 and basic drawing NR 07482 1465M81. Delivery is set for 587 days after award, with a specific requirement to deliver three units for first article testing within 210 calendar days. The government's testing cost of 6,910.00 dollars will be factored into the evaluation of offers. Performance is based on FOB Origin terms, with delivery to DLA Distribution Depot Oklahoma at Tinker AFB. The contract mandates strict quality and compliance standards, requiring the manufacturer's inspection system to meet ISO 9001:2015 or an equivalent standard. Inspection and acceptance will occur at the origin. Packaging must adhere to ASTM D3951 and MIL-STD-129, while DLA Master List technical and quality requirements take precedence. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring approved JCP certification for access. Additional requirements include compliance with the Buy American Act, DFARS safeguarding of covered defense information, and CMMC Level 2 certification. While not a small business set-aside, a price evaluation preference is available for certified HUBZone small business concerns. Invoicing must be processed electronically through the Wide Area WorkFlow system.
