Solicitation SPE4A6-27-T-5870 is a fixed-price contract issued by the DLA Weapons Support ASC Commodities Division for the procurement of four sleeve bushings, identified by NSN 3120-01-399-2372. The government notes that manufacturing these items typically requires special tooling and may involve casting or forging processes, for which the government may not possess the necessary tooling. Delivery is required within 171 days after order, with a need ship date of April 20, 2027, and a final required delivery date of May 30, 2027. Shipping is FOB Origin, with the destination for inspection and acceptance being the DLA Distribution DDSP New Cumberland facility in Pennsylvania. The contract mandates strict adherence to quality and packaging standards, including MIL-STD-2073-1E for packaging, MIL-STD-129 for marking, and RP001 for palletization. Sampling must follow MIL-STD-1916, ASQ H1331, or a comparable zero-based sampling plan. A critical prohibition is placed on the intentional use of mercury or mercury-containing compounds in the hardware, preservation, or packaging. Offerors are cautioned that additive manufacturing is not permitted unless specifically authorized, and those using non-domestic materials must provide full disclosure. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and compliance with various DFARS and FAR clauses regarding cybersecurity, domestic preferences, and whistleblower rights.
