Training & TA Contract for State Councils on Developmental Disabilities
Solicitation # 7571MN26R00028
The Department of Health and Human Services, through the Administration for Community Living’s Office of Intellectual and Developmental Disabilities, is seeking proposals for a hybrid Time and Materials/Firm-Fixed Price contract to deliver professional services aimed at enhancing the technical assistance and training capacity of State Councils on Developmental Disabilities. The goal is to strengthen these Councils’ ability to fulfill their statutory duties, ensure Federal compliance, demonstrate measurable outcomes, and drive systems change that improves independence, self-determination, productivity, and inclusion for individuals with intellectual and developmental disabilities and their families. Proposals must align precisely with the Performance Work Statement and demonstrate a clear, comprehensive approach to meeting these objectives through technical expertise, effective management, relevant experience, and robust performance measurement capabilities. The solicitation is full and open, with no set-aside, and responses must be submitted via SAM.gov no later than August 28, 2026, at 1:00 pm Eastern Time; late submissions will not be considered. All inquiries must be emailed to Kaitlin.White@hhs.gov by August 18, 2026, at the same time, and government responses will be posted on SAM.gov. Evaluation will prioritize technical approach, management and staffing, relevant experience and past performance, and capability to evaluate and measure outcomes—collectively significantly more important than price. Proposals must include completed Section B with pricing for each Contract Line Item Number and a total contract estimate. The award will be made based on best value using a tradeoff analysis, and the contract is expected to be performed primarily in Washington, D.C., with the contracting office located in Rockville, Maryland.

NL Health Services (NLHS) is administering this RFSQ on behalf of NL Digital Health. This RFSQ is intended to pre-qualify vendors to participate in upcoming Request for Proposal(s) (RFPs) for Business Analyst Consultants. Only vendors who have been pre-qualified under this RFSQ will be eligible to participate in the associated RFPs. The RFSQ will not directly result in a contract or any other legally binding obligation(s) as its sole intent is to establish a vendor pool for upcoming or future limited call RFPs. Once the vendor pool is established, a separate limited call process will be initiated which will ultimately select a preferred bidder(s) to enter into contract negotiations, which is outlined further below. This will be in accordance with the specifications and requirements set out in this RFSQ, as well as the Public Procurement Act. The vendor pool that is created as a result of this RFSQ will be available for a one (1) year period. This RFSQ will pre-qualify multiple vendors (up to 5) to establish the vendor of record list (the first part of the process) to participate in subsequent limited call RFP opportunities (the second part of the process) outlining specific Business Analyst Consultants/project requirements. Prequalification and vendor pool selection will be determined through the scoring process outlined in this RFSQ. Vendors from the prequalified pool will then be invited to participate in subsequent limited call Request for Proposal processes. The RFPs will govern the potential subsequent provision of the Deliverables pursuant to invitational second-stage competitive processes and outlined scoring criteria. The terms of those resulting agreements will be determined through the limited call RFP process.Bidding and Documents are available on http://www.merx.com. Fees may apply; See https://www.merx.com/public/pricing for more information.
