NOTICE OF CONTRACT ACTION (NOCA) 25 November 2014 NOTICE OF AWARD OF A SOLE-SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of award for a sole source contract under the statutory authority Title 10 U.S.C 2304(c)(1), as implemented by FAR 8.405-6(a)(1)(i)(A) an urgent and compelling need exists, and following the procedures would result in unacceptable delays. In accordance with FAR 5.302 Preparation and Transmittal of Synopses of Awards: Contracting officers shall transmit synopses of contract awards in the same manner as prescribed in 5.207. The government found that the incumbent contractor, MCR Federal, is the only source that can provide the immediate services for the current critical mission. As the current contract ordering period has expired, the government requires a short one month base period with four one-month option periods carry-over contract to bridge the gap for a follow-on competitive contract. This sole source contract will allow the incumbent, MCR Federal LLC to continue business management and financial support services needed for the Air Force's Space and Missile System's Center ORS program office (SMC/ORS). This effort includes: business management support, cost estimating, Comprehensive Cost and Requirements System (CCaRs) Administration, execution of funds: commitments, obligations, expenditures reconciliation, earned value management, acquisition reports, program objective memorandum (POM) inputs, defense travel systems, review and traveler assistance, CCAR and program management training, headquarter taskers, funding drills, what-if drills, and reimbursable efforts. This sole source contract includes firm fixed price (FPP) and cost reimbursable (CR) line items and four one-month period options, with total contract value of $88,205.43 or $422,000 if all options are exercised. The sole purpose of this contract is to ensure these critical mission requirements continue without disruption. This notice of award is for informational purposes only, and is not a request for competitive proposals. The incumbent is the only contractor that can provide the current services without disruption, therefore avoiding a break in service which could jeopardize the ORS mission. An urgent and compelling need exists for the continuation of these business management and financial services, as any interruption of services obtained under the current task order will introduce an unacceptable risk to SMC/ORS. This sole source task order will enable the ability to maintain the current level of expertise in business management and financial support without jeopardizing the mission. It is not practical to change contractors right now, as there is also a steep learning curve that a new contractor could not accomplish quickly enough without causing a severe impact to the mission. imited Source Justification Attached.
