Printer Consumables for the Strategic Sourcing for the Acquisition of Various Supplies and Equipment (SAVES) Program

Solicitation # 697DCK-25-R-00368

The Federal Aviation Administration is seeking a single-award, indefinite delivery indefinite quantity (IDIQ) contract for the procurement of over 750 toner and printer consumable items to support the agency-wide Strategic Sourcing for the Acquisition of Various Equipment and Supplies (SAVES) program. This total small business set-aside under NAICS 325992 has a five-year period of performance from February 19, 2027, to February 18, 2032, consisting of one base year and four one-year ordering periods. The contract requires the provision of Original Equipment Manufacturer (OEM) products from approved brands, including Brother, Canon, Dell, Epson, HP, Lexmark, Okidata, and Xerox, with deliveries spanning the 48 contiguous states, the District of Columbia, and non-foreign OCONUS locations. Award will be made to the responsible offeror with the Lowest Priced, Technically Acceptable (LPTA) proposal. Technical acceptability is based on a sequential review of the two lowest-priced compliant proposals, evaluating factors such as logistics plans that ensure a 98 percent on-time delivery rate and a customer service response time of two business hours for 90 percent of requests. Pricing is evaluated based on the total value of the base and all ordering periods, utilizing a model of MSRPs adjusted by proposed annual escalation rates and percentage discounts per brand. Following several modifications, Amendment 0005 extended the proposal due date to November 12, 2026, at 5:00 PM ET and required all offerors to resubmit their proposals in their entirety. Key updates in the final amendment include a reduction in the past experience complexity requirement from 730 to 620 items and the removal of the small business certification submission requirement, as status is now verified via SAM.gov. Proposals must be submitted in three volumes: a Business Proposal, a Technical Proposal with a 12-page limit, and a Price Proposal.
