In preparation for a larger effort the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ on behalf of the US Coast Guard intends to award fixed price contract, on a sole source basis, with Leonardo-Finmeccanica, Roma, Italy. The contract period of performance is estimated to be four months. The place of performance is the contractor's facility in Turin, Italy. The Naval Air Warfare Center Aircraft Division (NAWCAD) has been tasked by the United States Coast Guard (USCG) to missionize the C-27J Spartan aircraft with nineteen (19) different sub-systems that include a Multi-Mode RADAR, Electro-Optical Infra-Red (EO/IR) High Definition turret, several other sensors (i.e. Direction Finding AIS) and communications equipment. This Mission Suite (MS) will be integrated by the United States Navy maritime mission processor capability, Minotaur, providing the USCG with their 3rd generation maritime patrol capability. This requirement is to procure initial engineering services to modify, integrate prototype/install and test the HC-27J MS into the C-27J aircraft. It includes engineering services to support the NAWCAD-Aircraft Prototyping Division (APSD) in prototyping four (4) of fourteen (14) aircraft and verify the performance of the aircraft through flight testing. The services will require the use of the OEMs engineering analytical modeling, analysis, integration, installation and testing capability. Government analysis of market research and the responses to RFI N68335-16-R-0223 concluded that only Leonardo-Finmeccanica possesses the data, capabilities and resources necessary to execute all of the tasks to meet the USCG requirements. THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements". Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must include the company name, point of contact, address, area code and telephone number, telecopy (fax) number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort. No phone inquiries will be entertained. Responses shall be made in writing by e-mail to the attention of Ms. Yolanda McCray, Contract Specialist, email: yolanda.mccray@navy.mil or Tom Kracinovich, Contracting Officer, email: thomas.kracinovich@navy.mil.

Solicitation # N6833527R1000
Solicitation N6833527R1000 is a total small business set-aside for comprehensive mechanical and electrical engineering and technical services to support the Support Equipment Department at the Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey. The scope of work includes the design, development, acquisition, evaluation, sustainment, and logistics of support equipment and aircraft launch and recovery equipment across organizational, intermediate, and depot-level maintenance environments. Technical activities involve utilizing industry-standard design tools such as AutoCAD and LABVIEW, performing avionics fault detection, managing data in platforms like AUTOSERD and SERMIS, and participating in critical design and system engineering reviews. The contract is structured with a five-year period of performance, consisting of one base year and four option years, with a maximum duration of five years and six months. The government will award one task order based on a best-value tradeoff analysis, where technical and past performance factors are significantly more important than cost. Technical evaluation focuses on the understanding of the work and key personnel resumes, the latter of which is a pass/fail requirement that can render a proposal unawardable. A material condition for award is the possession of CMMC Level 2 self-certification. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to strict cybersecurity standards, including NIST SP 800-171. Proposals must be submitted electronically via the PIEE portal by December 3, 2026, following specific volume and page limit constraints.
