The US Army Corps of Engineers plans to award a sole source Architect-Engineer contract to EAC Architects and Engineers, LLP for providing architectural and engineering services during the construction modifications of State Road 90 and related work for the Everglades National Park Tamiami Trail project. This contract will be an indefinite delivery, indefinite quantity agreement lasting one year with options to extend up to five years. Task orders will be negotiated for work assignments, with an estimated annual value around $1 million and a maximum total contract value of $5 million. The service requirement arises because the current A-E contract with EAC lacks sufficient capacity to meet project demands. EAC Architects and Engineers is uniquely qualified for this contract as they are the original designer of the Tamiami Trail Modifications Project and have completed detailed design reports, plans, and specifications necessary for construction advertisement. Their existing knowledge and expertise accumulated throughout the design and contracting phases are critical for the successful oversight of construction, ensuring the designer’s intent is met. Transitioning to a new consultant would be costly and less efficient, making EAC the only viable firm for this work. The announcement is for informational purposes only, and interested parties must contact the designated representative by the specified date to demonstrate qualifications.

THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER AS A PLANSHOLDER. Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to negotiate on a sole source basis with EAC Architects and Engineers, LLP for a new Architect-Engineer contract, to provide Architect and Engineering Services during construction of Modifications to State Road 90, Modified Deliveries to Everglades National Park, Tamiami Trail. The contract will be an indefinite delivery, indefinite quantity contract for a period of one year from date of award with options to extend for four additional years, not to exceed five years. Work will be assigned by negotiated task orders. While the estimated dollar amount per year is $1,000,000.00, the actual obligation per year may be greater than or less than $1,000,000.00. Maximum order limit is $5,000,000.00 for the life of the contract. This Justification and Authorization is necessitated by the fact that we do not have sufficient capacity to award the required services under the existing A/E contract with EAC. Specifically, SAJ will require EAC to provide professional engineering services by individuals that are qualified to oversee construction of roads and bridges in the State of Florida to ensure the designers intent is met to complete the Modifications to State Road 90, Modified Deliveries to Everglades National Park, Tamiami Trail. EAC is the Designer of Record of the design of the Tamiami Trail Modifications Project. They performed the Design Reports and the plans and specifications (P&S) design of roadway improvements, bridge, road removal, and culvert extensions for Tamiami Trail. Plans and Specifications were completed to the final phase for construction advertisement. To date, EAC has carried the Tamiami Trail to award and into EDC. Due to the performance requirements of the original contract, EAC has accumulated knowledge and expertise on this project that is not available from any other firm. It would be very costly to the Government, both financially and technically, to develop a new consultant's knowledge base of the Tamiami Trail Modifications Project. Interested concerns should contact Claurice Dingle at +1 (555) 000-0000; (or email at contact@example.gov) on or before 29 January 2010 for information on submitting documentation demonstrating their qualifications to accomplish this project. THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER AS A PLANSHOLDER.

Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
