C--BGNDRF YARD PIPING & FLOW MEASUREMENT UPGRADES

The U.S. Department of the Interior, through its Albuquerque Area Office, is preparing to award a contract for the Brackish Groundwater National Desalination Research Facility Yard Piping and Flow Measurement Upgrades under a Small Business Set-Aside with NAICS code 237110 and a size standard of $45 million. This procurement will utilize a best value process in accordance with FAR Part 15 and Part 36.3, and is structured as a traditional design-build delivery method. The project scope includes the design and construction of yard piping upgrades, such as replacing the 4-inch TP10 return line to SWST2, removing the partially buried TP10 manifold, and installing new buried piping for SW1, SW2, SW3, and PW to three above-grade manifolds. Additionally, four magnetic flow meters will be installed in the CW vault, along with four new concrete vaults near existing valve vaults at Pond 1, Pond 2, Pond 3, and Agriculture. The scope also encompasses installing new conduit, providing electrical power for flow meters and heat trace, and terminating controls cabling to the existing SCADA PLC in the Research Facility building, ensuring both local and remote readouts are available. The estimated contract value ranges from $500,000 to $1,000,000, with performance located at 500 Lavelle Road in Alamogordo, New Mexico. The contractor must complete the 90% design review within 122 days of contract award and finish all construction, commissioning, and performance testing within 305 days. Bonding requirements mandate a minimum capacity of $1,000,000 and 100% coverage of the awarded contract price. Contractors must implement a safety program meeting or exceeding Reclamation Safety and Health Standards, be registered in SAM, vetted through ORCA and EPLS, and be classified as a small business as defined by the NAICS code.
