The USAID Mission to Guatemala seeks to extend the existing contract with Mr. Glenn Cameron for an additional six weeks under the Mission's Operating Expenses Program, increasing the original estimated cost by $14,969.30. The contract’s core responsibility involves providing engineering and construction oversight for the USAID/Guatemala Office Infrastructure Building (OIB) Project, ensuring adherence to design and construction standards set by the Department of State Diplomatic Security, the Office of Overseas Building Operations, and USAID Security. During the extension, Mr. Cameron will coordinate the completion of final contractor work required by security and fire safety agencies and complete operations and maintenance manuals for the new facility. This extension is necessary to finalize all remaining project requirements without altering the scope of work, avoiding the significant additional costs and delays associated with issuing a new contract or solicitation. The extension is granted under a sole source basis based on the need for highly specialized services, with the project expected to conclude by June 2008. Although interested parties may submit expressions of interest and documentation within 15 days, this notice primarily serves to justify the contract modification without competitive bidding, emphasizing continuity and efficiency in completing this unique, time-sensitive project.

The United States Agency for International Development (USAID) Mission to Guatemala, USAID/Guatemala proposes to modify existing contract 520-C-00-00079-00 with Mr. Glenn Cameron under the Mission?s Operating Expenses Program. The Mission requirement is a six-week extension of Mr. Cameron?s non-PSC contract without a change in the Scope of Work, the total estimated cost of the original contract will be increased by $14,969.30. The primary purpose of the original contract was to provide engineering and construction oversight of the USAID/Guatemala OIB Project and provide monthly reports to the USAID Executive Officer. The Contractor was responsible for ensuring that the developer followed established criteria provided by the Department of State Diplomatic Security, the Office of Overseas Building Operations and USAID?s Office of Security in the design and construction of a new office building for USAID/Guatemala. This extension period will allow Mr. Cameron to coordinate final works being performed by the contractor to complete all requirements of OBO Fire, USAID Security and Diplomatic Security. In addition Mr. Cameron will complete and finalize the facility?s operations and maintenance manuals. Therefore it is necessary to extend the period of performance of Mr. Cameron?s contract to allow him to complete the remaining objectives. Issuing a new instrument and solicitation is not practical because of the additional costs, the short period of time required under the contract extension, the amount time required to establish a new mechanism and solicitation and the disruption of ongoing activities. The Mission does not anticipate contracting this type of service in the future as this is a specific project that will be completed by June 2008. This modification to contract No. 520-C-00-06-00079-00 is being proposed under the authority of AIDAR 706.302-70(b)(5) for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the government or unacceptable delays. Expressions of interest with documentation of professional qualifications must be received within 15 days of publication of this notice. In accordance with FAR 5.207(c)(xv), all responsible sources may submit to the Point of Contact a bid, proposal or quotation which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. This is a sole source requirement and we will proceed with the award on that basis.
