NASA’s Marshall Space Flight Center plans to procure Architect-Engineering (A&E) Construction Inspection Services for facility modifications, repairs, maintenance, and new construction across its extensive campus of over 200 facilities. These facilities support complex aerospace research and development, including ultra-clean laboratories, engine test facilities, vacuum chambers, and wind tunnels. The contract will encompass Construction Phase Services, Value Engineering, and Total Building Commissioning. Key responsibilities include owner construction management, inspection and surveillance, test monitoring, submittal coordination, payment recommendations, change management, scheduling oversight, documentation maintenance, LEED certification coordination, and warranty administration. The Value Engineering component involves participation in design reviews to ensure constructability and suggest cost-effective alternatives, while Total Building Commissioning requires oversight throughout design and construction phases, including commissioning of existing buildings, led by a certified energy management professional. The contract seeks firms with dedicated in-house staff that includes at least seven Construction Managers/Inspectors and two licensed professional engineers, all with substantial construction management experience, particularly for industrial and technical facilities. The commissioning agent must be a mechanical engineer certified as an energy manager with experience in energy analysis software. Proposals will be evaluated based on past performance, especially with NASA and other government agencies, relevant regulatory knowledge, and capacity to handle the workload, which historically involves dozens of projects annually ranging from minor maintenance to multi-million-dollar construction. The contract is anticipated to be a fixed-price arrangement starting in January 2006, with a one-year base period plus four one-year options, totaling up to five years. Interested firms must submit Standard Form 330 by the specified deadline, clearly demonstrating their staffing, organizational structure, and ability to meet the specialized requirements of this technical construction inspection and commissioning work.
