C--CUP Duct Bank Design

The US Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source modification under Contract W81XWH-06-C-0359 with Keenan Fort Detrick Energy, LLC (KFDEL), 1301 Gervais, Suite 805, Columbia, SC 29201-3335. The contract modification will provide for the design, plans, and specifications for an electrical duct-bank to enable the Central Utility Plant (CUP) located at Ft. Detrick, Maryland to expand energy services to additional Government customers at Ft. Detrick. The construction of the electrical duct-bank will take place under a future procurement action. The CUP is located on leased Government property within Ft. Detrick. It is owned and operated by KFDEL. The duct-bank design is critical to the future expansion of energy services to additional Government customers at Ft. Detrick. Due to the criticality of the design, it is believed that KFDEL is the best source to complete the design work in order to maintain overall project schedule and mitigate risks associated with the interface of the duct-bank with energy service distribution networks originating from the CUP. This notice is not a request for competitive proposals. Any firm that believes it can provide the required duct-bank design should submit written notification to the Contracting Officer within fifteen (15) calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability. Information can be sent to the Contracting Officer at: contact@example.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed contract action based on responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract action.
