The Air Combat Command Acquisition Management and Integration Center (AMIC), formerly known as ACC CONS/LGCE, plans to increase the ceiling for its Environmental Compliance and Analysis Services (ECAS) Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contracts from $200 million to $280 million. The original contracts, awarded competitively to seven contractors, supported a range of environmental projects including restoration, conservation, planning, compliance, and pollution prevention, as well as traditional architectural and engineering services. These contracts were set to expire on September 28, 2011. The increase in ceiling is driven by rising demand from the Air Combat Command (ACC) and other Department of Defense (DoD) agencies, as well as unforeseen recovery efforts related to Hurricane Katrina, necessitating expanded use of the ECAS program through the contract period's end. Interested parties are invited to submit comments regarding this ceiling increase within ten days of the announcement to the contracting officer, Helen L. Vaughn. The solicitation, posted on June 19, 2007, falls under NAICS code 541330 and is managed out of Hampton, Virginia. The contracting officer and contract manager are available for contact via email and phone, ensuring points of communication for any inquiries related to this acquisition. This program is integral to meeting ACC’s environmental compliance and engineering requirements in response to evolving operational and environmental challenges.

Full Description

Air Combat Command Acquisition Management and Integration Center (AMIC)/PKA, formally ACC CONS/LGCE, intends to increase the Environmental Compliance and Analysis Services (ECAS) IDIQ multiple award contracts, estimated program ceiling from $200M to $280M. This acquisition was originally announced via FedBizOpps on 21 Oct 03 and included work efforts necessary to manage and execute Title I, Title II, and other A&E services primarily for environmental projects including restoration, conservation, planning, compliance and pollution prevention. Work also included as a secondary requirement, traditional A&E services. The resulting contracts were competitively awarded and resulted in award of seven (7) contracts with an overall estimated program ceiling of $200M with the contract performance period for all seven (7) contracts ending 28 Sep 2011. Due to the increase in demand by ACC and other DOD agencies to use this program and unpredicted Hurricane Katrina Recovery efforts, it has become necessary to increase the program ceiling by an additional $80M to allow usage of the ECAS program thru 28 Sep 2011. Provide comments via email to the attention of helen.vaughn@langley.af.mil within 10 days of this announcement.
