A. This request is being solicited as an 8(a) Competitive basis. This is an Architect-Engineer (A-E) service acquisition for a firm fixed price indefinite delivery, indefinite quantity (IDIQ) contract for a base period of one year and four option periods of one year each. The NAICS Code is 541330. The subject services consist of Title 1 Architect-Engineer design services for the production of design, plans, drawings, estimates, specifications and investigative work needed to accomplish design of multi-discipline Operation and Maintenance (O&M) construction projects. Typical projects may include building addition/renovation projects; road, airfield and parking lot projects; heating, ventilation, and air conditioning projects; utility infrastructure and drainage projects. One or two A-E firms with multi-discipline will be selected. Knowledge is desired in the areas of asbestos abatement, State of Florida environmental permit acquisition and environmental compliance. All design shall be in accordance with current AF regulations and instructions, applicable building codes and state laws. The A-E firm may also be called upon to perform comprehensive planning studies requiring digitizing capability or various professional studies with no contract document preparation involved. Firms desiring consideration should be multi- disciplined or clearly indicate their consultants. Desired disciplines include Architects, Civil Engineers, Mechanical Engineers, Electrical Engineers and Environmental Engineers. Firms are reminded of the requirement in FAR 36.601-3(a), which states that the construction design specifications shall require the maximum practicable use of recovered materials considering the performance requirements, availability, price reasonableness, and cost-effectiveness. Capability to provide drawings on CD-R or DVD-R/+R retrievable by government equipment with AutoCAD Version 2002 software is required. The maximum amount awarded per year is $750,000 with a maximum of $299,000 per delivery order. The estimated construction cost of each delivery order is between $100,000 and $300,000. In accordance with public law (10 U.S.C. 9540), A-E fees are subject to a 6% limitation of predetermined construction costs for direct design costs. All contractors are required to be registered in the Central Contractor Registration (CCR) database prior to receiving a contract award. B. SELECTION CRITERIA: Significant evaluation criteria in order of their relative importance are: a) professional qualifications; b) specialized experience and technical competence in O&M design for Air force facilities; c) capacity for timely accomplishment of work; d) past performance on and familiarity with DoD and Air Force projects of this type; e) proximity of the firm to Tyndall AFB, FL; f) cost control effectiveness as demonstrated by comparison of cost estimates and bids on previous projects; g) demonstrated success in prescribing the use of recovered material and achieving waste reduction and energy efficiency in facility design; h) volume of prior DoD work; i) commitment to SBA; j) Technical evaluation of submittal. C. Required Documents: Interested firms which meet the requirements described in this announcement, are invited to submit two copies (1 original and 1 copy) of their completed Standard Form (SF) 330. This form is also required for all consultants. All information relating to the firms(s) qualifications must be contained in the Standard Form 330. Inclusion by refrence to other material is not acceptable. Firms responding to this announcement by the closing/response date will be considered for selection. This is not a request for proposal.
