The Department of Veterans Affairs, Network Contracting Office 2 at the James J. Peters VA Medical Center in Bronx, New York, plans to award a sole source contract to ThinkForm Design Architects LLC for continued construction period services related to the Radiology Suite Renovations Project at the VA New Jersey Health Care System, East Orange Campus. This contract, justified under 41 U.S.C 253(c)(1) as no other source can meet the agency's requirements, will extend for 180 calendar days from the award date. ThinkForm Design Architects, having completed the initial design and construction documents, will provide essential architectural and engineering services including reviewing construction contractor submittals, assisting with interpretation of construction documents, responding to requests for information, preparing contract modification documentation, and conducting periodic site visits with detailed reports. They will also prepare as-built drawings to reflect changes during construction. The scope targets remaining construction phases specifically covering several designated rooms within the facility, with an emphasis on timely and efficient project completion despite prior construction delays and funding expiration for design services in September 2018. The Government highlights that the unique capabilities and ongoing involvement of ThinkForm Design Architects make it impractical to transfer responsibilities to another firm. Responses from other interested firms will be considered solely for determining competitive viability, but a competitive solicitation will not be issued. The contract is anticipated to be firm-fixed-price, with all communications directed to the designated contracting officer. This sole source action ensures continuity and leverages ThinkForm's familiarity with the project requirements to meet the VA’s objective of completing the renovation efficiently.
