The Department of Veterans Affairs’ Network Contracting Office 2 intends to award a sole source contract to Fellenzer Engineering LLP for professional architectural and engineering services to update the electrical one-line diagram and perform an updated arc-flash risk assessment for the VA New Jersey Health Care System at the East Orange and Lyons campuses. This contract, governed under the authority allowing only one responsible source, aims to provide updated labeling for all electrical panels that reflects changes made since the 2012 Facility Wide Arc Flash Study originally prepared by Fellenzer Engineering. The period of performance is 140 calendar days from the award date, with the contractor responsible for inspecting existing equipment, documenting deficiencies, updating safety labels, and providing revised arc-flash calculations consistent with the latest NEC code. Additionally, the contract includes a four-year maintenance component during which annual assessments and updates to the study and panel labeling will be performed. Fellenzer Engineering’s unique familiarity with the original 2012 study and subsequent campus modifications positions them as the sole provider able to deliver these critical safety and compliance updates in a timely and practical manner. The government does not intend to seek competitive quotes but will consider responsive capability statements submitted by interested parties by the specified deadline, reserving discretion to determine whether to proceed with a competition. The contract is expected to be firm-fixed-price, and all communications regarding this action must be directed to the designated contract specialist. The scope explicitly includes thorough examinations of changes from multiple major projects completed since 2012, identification and correction of any unauthorized modifications, and comprehensive labeling to ensure safety compliance across both campuses.
