C--SOLE SOURCE REQUIREMENT FOR STRUCTURAL ASSESSMENT OF THE MOBILE SERVICE TOWER AT VANDENBURG AFB CA

NASA's Kennedy Space Center requires professional Architect-Engineer services to conduct a structural assessment of the Mobile Service Tower located at Vandenburg Air Force Base, California. The contract is intended to be awarded to Reynolds, Smith & Hills, Inc. (RS&H) of Merritt Island, Florida, without full and open competition due to RS&H being the original designer of the tower, making it the only responsible source capable of performing the specialized engineering services needed. This sole-source acquisition is authorized under the Federal Acquisition Regulation (FAR) 6.302-1(B)(2). While the acquisition is planned as a sole-source contract, NASA has invited other interested organizations to submit their capabilities and qualifications by 3:00 p.m. local time on November 4, 2010. These submissions will be reviewed only to decide if the procurement should be competed more broadly; however, the Government retains full discretion on this determination. Responses must be written, as oral communications are not accepted. All responsible sources are eligible to submit offers, and the NASA Ombudsman clause is in effect to assist with any concerns, with Kelvin Manning designated as the ombudsman contact.
