This Is a Notice Of Intent To Award A Sole Source Contract And Is Not a Request For Competitive Quotes.


This non-competitive award is implemented by FAR 8.401, as it has been deemed that only one source is available to meet this specific requirement. The Government intends to award a sole source contract to Black River Systems Company, Inc. for procuring the Ninja ES.


The current equipment utilized by the 334 TRS for counter small unmanned aerial systems training is the Ninja Gen2 system. The schoolhouse utilizing this system requires a compatible, integrated hardware and software solution to test, validate, and maintain the Ninja Gen2 infrastructure as part of its curriculum. While other emulator systems are available on the market, none could guarantee 100% interoperability and compatibility with the Ninja Gen2 system.


This notice of intent is not a request for competitive quotes. However, all quotes received by the date specified herein will be considered by the Government.


Interested parties may identify their interest and may submit a quote and/or capability statement by 10:00 AM CST, 18 September 2026. Capability statements and quotes shall be sent via email to zachary.willard.1@us.af.mil.


A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
