The U.S. Fish and Wildlife Service plans to award a sole-source contract to Pond & Company for construction administrative engineering services related to concrete repairs at the Crab Orchard Dam located in Crab Orchard National Wildlife Refuge, Illinois. The contract is structured in two parts: office support and field support. Office support involves tasks such as reviewing submittals, conducting teleconference calls, making minor design modifications, answering contractor technical questions, and producing record drawings and a final construction report. Field support will provide a full-time on-site inspector to oversee construction activities and maintain daily logs and photos, as well as a field testing firm to perform quality control tests on aggregates and concrete. The contract’s period of performance extends from the award date through December 13, 2019. This sole-source award is justified under FAR 16.505(b)(2)(i)(B) due to the contractor’s unique capability stemming from their involvement in the original design work, which was awarded under a previous fair opportunity process via a multiple award IDIQ. The repair work itself is being executed by a separate vendor under a different contract. Although the government intends to negotiate only with Pond & Company, other responsible sources may express interest within fifteen days of the announcement. Responses are primarily to determine if a competitive procurement would be warranted, with the final decision resting solely with the government.
