THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE C4iT National Security Cutter Training Environment Software Upgrade The United States Coast Guard TRACEN Petaluma Procurement and Contracting Department intends to award a sole source firm fixed price purchase order for a software upgrade to our current Kongsberg Visual Simulator which is used for National Security Cutter crew training. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 (a)(2)(iii) , "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". This notice is not a request for competitive proposals. A Determination by the Government not to compete as a result of information received is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above, must clearly identify their capability to do so in writing on or before the response date for this notice. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantages to the government, would not be cost or time prohibited, and would not hinder the mission objective of US Coast Guard. Please note that, any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov in accordance with FAR Subpart 4.11.
