The contract is for hatchery specialist services at the Bouldin Island Fish Rearing Project in San Joaquin County, California, under a Firm-Fixed-Price contract with a base period from November 1, 2026, to October 31, 2027, and one optional year extending through October 31, 2028. Services require daily operations seven days a week from 6 a.m. to 6 p.m., including federal holidays, and involve fish rearing, facility maintenance, staff supervision, strict adherence to government-provided Standard Operating Procedures and fish health protocols, and timely submission of all required reports. The contractor must provide a qualified Hatchery Specialist with at least five years of experience managing operations at a U.S. Fish and Wildlife Service National Fish Hatchery or Fish Technology Center, along with an approved alternate, both of whom must be available Monday through Friday during standard business hours. Key personnel names must be submitted in writing to the Contracting Officer prior to performance. The contract incorporates stringent performance standards including zero deviation from SOPs, zero unaddressed water quality exceedances, 100% on-time reporting, and immediate emergency response within 30 minutes for critical failures. Inspection and acceptance occur at the project site by the Government’s Contracting Officer’s Representative under a Quality Assurance Surveillance Plan that mandates 100% inspection for critical tasks. The award will be made based on a Best Value Tradeoff methodology where price is the primary factor, followed by a Pass/Fail evaluation of technical acceptability based on the ability to perform all PWS tasks, provide qualified personnel, operate at the site, and meet the schedule. Non-price factors such as relevant experience, technical approach, and key personnel qualifications will be evaluated after price ranking but are not weighted numerically. Payment must be submitted electronically via the Invoice Processing Platform, and the contractor is responsible for all daily travel to the site, though the Government provides transportation for fish release activities. The contractor must comply with federal cybersecurity, identity verification, and supply chain security requirements including HSPD-12, FIPS PUB 201, and prohibitions on ByteDance and covered telecommunications equipment. All deliverables, documentation, and source code are Government-owned and may not be used or disclosed without written authorization. The contractor must also flow down certain clauses to subcontractors, manage potential organizational conflicts of interest by promptly notifying the Contracting Officer and submitting mitigation plans, and comply with whistleblower, ethics, equal
