The Cabazon Community Plan and Cabazon Infrastructure Plan aim to guide substantial growth in the Cabazon area over the next three decades, accommodating up to 22,888 new housing units and nearly 49.5 million square feet of non-residential development. Aligned with the 6th Cycle Housing Element Action H-27, the Community Plan updates land use designations to support denser residential patterns, expanded commercial and industrial zones, public facilities, and preserved open spaces while addressing key community priorities such as placemaking, accessibility, design standards, and implementation frameworks. The plan transitions from current mixed and low-density uses to include higher density residential, heavy industrial, and additional mixed-use areas, reflecting anticipated urbanization and economic expansion. The accompanying Infrastructure Plan outlines the necessary upgrades and expansions to support this growth, covering domestic water supply, wastewater treatment, flood control, electric power, natural gas distribution, telecommunications, and roadway right-of-way improvements. These infrastructure components are critical to ensuring public services can meet the demands of a significantly larger population and economy. The project is being advanced by Riverside County through coordinated planning efforts, with primary contact managed by the District 5 Principal Planner and a dedicated project manager, and is positioned for environmental review to validate compliance with growth obligations and resource capacity requirements across the 92230 ZIP Code area.

The proposed project would include the implementation of the Cabazon Community Plan and corresponding Cabazon Infrastructure Plan (CIP) in accordance with 6th Cycle Housing Element Action H-27. The goal of the Cabazon Community Plan (GPA No. 01206) is to address the Community of Cabazon's land use and infrastructure needs to prepare the Cabazon area for significant anticipated growth and development, particularly as the region plans for the possibility of accommodating up to 22,888 new housing units and an additional 49,420,323 square feet of non-residential uses over the next 30 years. Further, the Community Plan addresses topics related to the Cabazon community such as placemaking, land use, access and circulation, infrastructure and public services, development and design standards, and administration and implementation. Based on the General Plan, existing land uses within the project area include the following: Mixed Use Area, Highest Density Residential, Medium Density Residential, Low Density Residential, Rural Residential, Rural Desert, Rural Mountainous, Commercial Retail, Light Industrial, Open Space - Conservation, Open Space - Rural, and Freeway. The Cabazon Community Plan Land Use Map proposes the following types of land uses: Commercial Retail, High Density Residential, Highest Density Residential, Low Density Residential, Medium Density Residential, Very Low Density Residential, Rural Residential, Rural Desert, Rural Mountainous, Mixed-Use Area, Light Industrial, Heavy Industrial, Public Facilities, Open Space - Conservation, and Freeway. The CIP (ZR6234) would support buildout of the Community Plan by identifying needs and suggesting alternatives for the availability and expansion of infrastructure in the Cabazon Community Plan area. The CIP projects covered under the EIR have been divided into the following categories: • Domestic Water Supply and Distribution • Wastewater Collection and Treatment • Flood Control and Drainage Systems • Electric Power Supply • Natural Gas Distribution • Telecommunications and Broadband Services • Roadway Right-of-Way

High School 5The City of Irvine is proposing a master plan modification to the previously approved Master Plan 00956311-PMP for a residential development in District 2, focusing on architectural refinements to select product types, adjustments to private street circulation, and site landscaping improvements. The plan includes replacing one approved residential product type with another similar detached unit type while preserving the overall mix of attached and detached condominium units. The total number of units remains unchanged at 474, ensuring no increase or decrease in density or scale. This modification is intended to enhance design quality and site functionality without altering the fundamental approved layout or unit count. The project is managed by the City of Irvine, with Hernan DeSantos, Senior Planner, listed as the primary point of contact, and Kory Lynch of Five Point as the project applicant. The plan is associated with a public record under the CEQA Net database with project ID 2002101020 and is posted as a forecast with a November 2026 date. No contract value, pricing, delivery terms, inspection requirements, legal clauses, or detailed performance specifications are included in the available documentation, and no formal FAR sections, attachments, or evaluation criteria have been provided, indicating that this is a preliminary planning modification under local jurisdiction rather than a federally funded procurement requiring full contractual structure.

ZF# 2026-013 (Campbell Use Permit for Third Residential Unit)Yolo County is seeking a use permit to legalize the construction of a third residential unit on a 22-acre agricultural zoned parcel located in the unincorporated area near Winters, California, bringing the total number of dwelling units on the property to three. The proposed unit measures 781 square feet and is part of a request to bring existing structures into compliance with local land use regulations. The project is filed under ZF# 2026-013 and was posted on July 10, 2026, with the primary point of contact being Tracy Gonzalez, Associate Planner, who can be reached via email or phone for inquiries. The applicant and property owners, Ryan and Michele Campbell, are also listed as contacts and are actively involved in the permit process. The property is situated in a rural, agriculturally zoned area, which introduces specific regulatory considerations for residential development, including adherence to agricultural preservation standards and potential restrictions related to density and building scale. The permit request aims to formalize an existing structure and ensure compliance with county code requirements. Interested parties may review further details through the provided California Environmental Quality Act network link, which offers public access to environmental and planning documents related to the proposal. The process is administrative in nature and does not involve procurement or federal contracting mechanisms.

PSP 25-094 – Guzman-ZavalaThe project involves bringing four residential structures into compliance on a 3.31-acre parcel located within the AE-40 Exclusive Agricultural Zone, which requires a minimum of 40 acres per parcel. These residences were previously used for employee housing but were discontinued in 2021, leaving them in a non-compliant status under current zoning regulations. The applicant, Gustavo Guzman-Zavala, and his family are the sole beneficiaries of this effort, seeking to legally establish long-term residential use of the properties despite the parcel’s agricultural zoning designation. The project is being managed under the Tulare County planning jurisdiction in California, with primary oversight handled by the County’s Chief Planner, Environmental Planner, and Project Planner, who are responsible for reviewing land use compliance, environmental considerations, and regulatory permits. The project is listed under PSP 25-094 and was posted as a forecast on July 9, 2026, indicating it is in the planning and coordination phase prior to formal application submission. No solicitation number or NAICS code has been assigned, as this is not a procurement but a land use planning request. All communications and inquiries should be directed to the designated county planners, while the applicant, Gustavo Guzman-Zavala, is also accessible through county channels. The project’s success hinges on navigating the tension between residential occupancy and the strictly agricultural intent of the AE-40 zone, requiring explicit variances, conditional use approvals, or other administrative remedies to align the existing dwellings with land use policy. The public and regulatory review process will likely center on environmental impacts, compatibility with surrounding agriculture, and precedent-setting implications for residential exceptions in high-minimum-acreage zones.

Shopping Center Parking Ordinance and Specific Plan AmendmentsThe City of Tracy is pursuing amendments to its parking ordinances and specific plan to align with the 2011 Sustainability Action Plan and the 2025-2027 Strategic Priorities, aiming to reduce parking requirements to foster a more business-friendly environment and enhance resident quality of life. The proposed changes lower the minimum parking standard for shopping centers to one space per 350 square feet of gross floor area and establish a clear, formal definition of what constitutes a shopping center, providing greater clarity for developers and business owners. These adjustments are designed to lower development costs and remove regulatory barriers that have hindered commercial growth, encouraging more efficient land use and supporting economic vitality within the community. The initiative is part of a broader effort to promote sustainability and smart growth by reducing the emphasis on automobile-centric development, allowing for more flexible and adaptive commercial spaces. The amendments reflect a forward-thinking approach to urban planning that prioritizes walkability, mixed-use development, and reduced environmental impact while still accommodating necessary vehicle access. The project is being led by the City of Tracy’s planning department, with Senior Planner Breanna Alamilla serving as the primary point of contact, and is publicly accessible through the California Environmental Quality Act network under project number 2026070347, signaling transparency and community engagement in the decision-making process.
