Title: THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The 377th MSG/SC, Kirtland Air Force Base (Albuquerque) NM 87117 requires a follow-on contract to succeed contract FA9401-16-P-0103 which expires on 30 June 2017. The follow-on contract will consist of a one (1) year basic period of performance with 4, 1-year options. Anticipated date of award is 1 July 2017. The NAICS Code is 515210, Cable and Other Subscription Programming, and the size standard is $38.5M. Interested parties may identify their interest and capability to respond to this requirement within Seven (7) days of this announcement. Responses are due No Later Than (NLT), 4:30 p.m. MST on 1 June 2017. Questions may be addressed to Donovan A. Lucero, Contract Specialist at e-mail: donovan.lucero.1@us.af.mil. Description: THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The 377 MSG Contracting Division Kirtland AFB, NM intends to solicit and negotiate a sole source follow-on contract award to Comcast Cable Communications, LLC, 4611 Montbel PL NE, Albuquerque, NM 87107-6814. Market Research indicates that award to a new contractor would result in significant duplication of costs due to the hardware installation fees and additional startup costs. Based on this reasoning, there is only one (1) contractor (Comcast Cable Communications, LLC) who appears to be capable of performing these services on a follow-on contract with no service interruptions and without added investment and start-up costs.? All responsible parties may identify their interest and submit a capability statement which will be considered by the government. This notice of intent is NOT a request for competitive proposals. Responsible parties must clearly demonstrate in the submitted documents that there will be no service interruptions and no added investment and start-up costs associated with award of a follow-on contract to any contractor other than the incumbent contractor. Documentation submitted will not exceed five (5) pages and will be submitted electronically to the cognizant Contract specialist listed in the first paragraph above. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Requesting information for MISHAP ANALYSIS & ANIMATION FACILITY (MAAF) FLIGHT RECORDER DOWNLOAD SOLUTIONS ACQUISITION AND SUSTAINMENT
Solicitation # FA940126Mishap
The Department of the Air Force, specifically the Mishap Analysis and Animation Facility (MAAF), is seeking sources for engineering, acquisition, and sustainment services to develop and maintain hardware and software solutions for aircraft flight recorder download and data decompression. The scope includes creating download capabilities for both undamaged flight recorders and bench-level extracted Circuit Card Assemblies across various solid-state architectures. These solutions must run natively on Red Hat Enterprise Linux or Microsoft Windows and ensure raw data extractions map to OEM-native binary formats for bit-exact transcriptions. The contractor will be responsible for designing and testing standardized interfaces, including chassis, cabling, and drivers, while supporting a wide range of OEMs such as General Electric, Honeywell, and Curtiss-Wright. The contract structure consists of a 12-month base period with four 12-month option periods, with performance occurring at contractor facilities and Kirtland AFB, New Mexico. Key performance standards include maintaining 99 percent operational availability for download stations and providing hardware repairs or driver updates within three business days of notification. Security requirements mandate that all systems operate as stand-alone, air-gapped units with data transferred via physical USB media, and personnel must be cleared to process Controlled Unclassified Information. Under DFARS 252.227-7013/7014, the Government retains unlimited data rights to all software, source code, and technical documentation developed at Government expense. The contractor is also required to independently negotiate Non-Disclosure Agreements with OEMs to obtain proprietary technical data.
