Delivery is required within 170 days of notification, with shipping terms FOB origin, inspection and acceptance occurring at the destination warehouse located in Tracy, California. Packaging must comply with MIL-STD-2073-1E and DLA Packaging Requirements RP001, utilizing Pack Code U, E5 containers, and dry climate preservation with no cushioning material. Marking shall adhere to MIL-STD-129 with no special labeling required. Critical to compliance is the prohibition of mercury or mercury compounds in all hardware, packaging, and preservation processes, except for specific exemptions such as batteries, fluorescent lights, sensors, weapon systems, and NAVSEA-approved chemical reagents, which must include a secondary containment barrier as defined by NAVSEA 5100-003D. Quality assurance requires sampling in accordance with MIL-STD-1916 or ASQ H1331, with zero non-conformances mandated unless otherwise specified, and non-specified attributes treated as major. The contractor must also ensure compliance with Cybersecurity Maturity Model Certification Level 2, safeguard covered defense information per DFARS 252.204-7012, and provide Safety Data Sheets for hazardous materials as required by OSHA standards. Invoice submission must occur through Wide Area WorkFlow, and the contractor is required to represent its small business status, UEI and CAGE code, and disclose any covered defense telecommunications equipment.
