The contract involves the procurement of seven cable assemblies identified by NSN 4920-01-565-4276 under solicitation SPE4A6-26-T-73G5, issued by the Defense Logistics Agency’s Aviation, ASC Commodities Division. Delivery is required within 148 days after date of order to the specified destination in Tracy, California, with FOB Origin terms applying despite a conflicting reference to FOB Destination in the solicitation. The item is subject to strict technical and quality controls, including adherence to MIL-STD-1916 or ASQ H1331 Table 1 for sampling, with zero non-conformances mandated in the sample lot unless otherwise specified. Critical, major, and minor attributes are assigned verification levels VII, IV, and II respectively, or corresponding AQLs of 0.1, 1.0, and 4.0, with unspecified attributes treated as major. The manufacturer must maintain a quality system compliant with SAE AS9003 or ISO 9001 tailored to AS9003 standards, and packaging must follow ASTM D3951 and MIL-STD-129, with priority given to DLA Master List requirements. Physical marking of bare items is required per RQ017, and export-controlled technical data is governed by ITAR or EAR regulations, with access restricted to contractors who hold US/Canada Joint Certification Program certification, have completed designated training, and received DLA approval. The contract incorporates multiple cybersecurity and compliance clauses, including DFARS 252.240-7997 mandating NIST SP 800-171 requirements, and RD005 requiring the vendor to be a CMMC Level 2 Certified Third-Party Assessment Organization. The Berry Amendment and Buy American Act apply, and hazardous material submissions must conform to 29 CFR 1910.1200(g) and Federal Standard No. 313. Payment must be processed electronically via WAWF, and the contractor must maintain active SAM registration with all representations updated. The solicitation is not a small business set-aside, and no cost or pricing data certification is required under the given deviation. Item Unique Identification is not mandated, and the contractor is prohibited from requiring internal confidentiality agreements that restrict reporting of illegal activity. All contractual obligations are subject to the Defense Priorities and Allocations System with a priority rating
