AI Contract Overview
This contract, identified by solicitation number SPE4A6-26-T-59T0, requires the supply of a single cable assembly with NSN 5995017077252 under a fixed-price arrangement, with two identical line items each for one unit to be delivered to separate DoD locations in San Diego, California, and Virginia Beach, Virginia. Delivery is required within 20 days of contract award, with FOB Origin terms placing responsibility for transport and risk of loss on the contractor until the item is received by the carrier. Inspection and acceptance occur at the destination facility, and the contractor must comply with stringent quality and packaging standards including MIL-STD-2073-1E for packaging and MIL-STD-129 for marking and labeling, with no special marking required and palletization governed by DLA’s RP001 requirements. Zero tolerance is enforced for non-conformances under sampling plans such as MIL-STD-1916 or ASQ H1331, where critical attributes require a verification level VII and an AQL of 0.1, with all unspecified attributes treated as major unless otherwise defined. The contract strictly prohibits the intentional addition of mercury or mercury-containing compounds in or in direct contact with the supplied hardware, with limited exceptions for functional uses specified by NAVSEA, and mandates shock-proof containment with a secondary barrier for any portable fluorescent lamps or instruments containing mercury, per NAVSEA 5100-003D. All shipments must utilize traceable freight methods and are explicitly prohibited from using parcel post, with specific freight and parcel addresses designated for each delivery point. Electronic invoicing via WAWF is mandatory, and contractors must comply with DFARS and FAR clauses requiring safeguarding of contractor information systems, NIST SP 800-171 compliance, small business representation, and adherence to prohibited internal confidentiality agreements. The contractor is also required to provide representations regarding UEI and CAGE codes if offering covered telecommunications equipment, and must submit hazard warning labeling consistent with federal regulations for any hazardous materials involved. The contract incorporates multiple deviations for standard FAR clauses, including those governing changes, type of contract, and system maintenance, and requires adherence to the DLA Master List of Technical and Quality Requirements for all referenced technical and quality specifications.
