CABLE ASSEMBLY, SPEC

This contract solicits the procurement of 318 electrical cable assemblies with a unique NSN of 6150-01-506-9685 under an Indefinite Quantity Contract (IQC) structured as a five-year base period with an optional three-year extension, with an annual guaranteed minimum of 99 units and a maximum annual order of 318 units. The item is subject to stringent export control under ITAR or EAR, restricting disclosure of associated technical data to foreign persons—even within the United States—and requires contractors to hold approved US/Canada Joint Certification Program status, complete mandatory DLA training on export-controlled data handling, and receive prior authorization from DLA to access such information. Packaging and marking must comply with MIL-STD-2073-1E for preservation and MIL-STD-129 for labeling, including GS1-128 barcoding, with specific exceptions for test samples and first article exhibits that must be clearly marked as non-stock items. Delivery is scheduled for 451 days after first article approval, with the first article test due 120 days after order receipt and government evaluation taking 105 days thereafter; FOB terms are FOB ORIGIN for routine deliveries but FOB DESTINATION for FAT submissions. The contract mandates compliance with ISO 9001:2015 quality standards, NIST SP 800-171 for safeguarding controlled unclassified information, and CMMC certification at Level 1–3, with ongoing cybersecurity requirements enforced through SPRS reporting. All invoicing must be submitted electronically via Wide Area WorkFlow. The award will be based on a best-value trade-off, prioritizing past performance—including SPRS assessments, historical quality, and delivery compliance—equally with price, making this a non-LPTA procurement. Offerors must be registered in SAM, provide accurate UEI and CAGE codes, self-certify their small business status if applicable, and comply with numerous FAR and DFARS clauses governing subcontracting, labor standards, affirmative action, anti-trafficking, cybersecurity, and restrictions on confidentiality agreements. No pricing data is included in the solicitation; bidders are to submit unit and total pricing responses. The Government will conduct first article inspection at the contractor’s facility and accept all deliveries at destination locations, primarily across CONUS stock sites with a designated FAT delivery point at China Lake, CA.
