AI Contract Overview
This solicitation seeks a single unit of a special-purpose electrical cable assembly identified by NSN 6150-01-513-8127 for delivery to Ellsworth Air Force Base, South Dakota, within five days of order placement under FOB Origin terms. The item is designated as a critical application component and must be manufactured in strict compliance with technical data package Rev A Gen 1, supported by multiple referenced drawings dated April 19, 1996, and other specified engineering documentation. Quality control requirements mandate adherence to ISO 9001:2015 or an equivalent standard, with inspection and acceptance performed at origin under FAR 52.246-2, using zero-defect sampling protocols aligned with MIL-STD-1916 or ASQ H1331, Table 1, and defined verification levels for critical, major, and minor attributes. Export control restrictions under DFARS 252.225-7048 apply because the item involves technical data governed by ITAR or EAR, prohibiting any disclosure or export without prior authorization from the Department of State or Commerce; only contractors with approved Joint Certification Program certification, completed DLA training on export-controlled data handling, and explicit DLA approval may access or handle the data. Packaging and marking must conform to MIL-STD-129 and ASTM D3951, with DLA’s Master List of Technical and Quality Requirements taking precedence, and palletization must comply with RP001. The solicitation is a total small business set-aside under NAICS 334419 and requires full compliance with SAM registration, including accurate representation of small business status and participation in the HUBZone price evaluation preference. Cybersecurity requirements include CMMC Level 2 certification by a certified third-party assessor and implementation of DFARS 252.204-7012 for safeguarding covered defense information, along with prohibitions against hexavalent chromium in materials and covered defense telecommunications equipment. Delivery must be made using Wide Area Workflow for invoicing, and all quotations must be submitted via the DLA Internet Bid Board System no later than August 17, 2026. Failure to meet pass/fail gates—JCP certification and submission of Safety Data Sheets—will render an offeror ineligible for award, and automated procurement may be used if no first article testing is required.
