AI Contract Overview
The contract is for the procurement of one cable assembly, specification item identified by NSN 5995-01-734-9939, under solicitation SPE4A6-26-T-59W0, issued by the ASC Commodities Division of the Department of Defense. Delivery is required within 20 days after order placement to Cherry Point, North Carolina, under FOB Origin terms, meaning the contractor bears all transportation costs and risks from the point of shipment. The item is subject to stringent technical and quality standards, including compliance with MIL-STD-1916 for sampling, where critical, major, and minor attributes must be verified at levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively, with zero non-conformances required in sample lots unless otherwise specified. Packaging and marking must adhere to MIL-STD-2073-1E and MIL-STD-129, including specific preservation methods, unit containers, and barcoding, with physical identification of bare items mandated. The contractor must also comply with DLA’s packaging requirements and remove any government identification from non-accepted supplies. The contract imposes robust cybersecurity and export control requirements: the contractor must be a CMMC Level 2 certified third-party assessment organization, and the technical data associated with the item is subject to ITAR or EAR regulations, prohibiting unauthorized export or disclosure to foreign persons, including foreign nationals employed by U.S. entities. Access to such data is restricted to contractors with approved US/Canada Joint Certification Program status, completed DLA export control training, and authorization from DLA. Additionally, the contractor must implement safeguards per DFARS 252.204-7012, ensuring the protection of covered defense information. Federal Acquisition Regulation clauses governing employment eligibility, trafficking in persons, sustainable procurement, hazardous material identification, and payment procedures are incorporated, with mandatory use of WAWF for all invoicing and payment requests. Small business representations are required, and deviations apply to multiple FAR clauses dated February 2026, including those related to System for Award Management maintenance and safeguarding contractor information systems. All submissions must be made electronically through DIBBS by May 26, 2026, and the contract type remains to be specified by the contracting officer.
