AI Contract Overview
DLA Aviation, through the ASC Commodities Division, has issued a Request for Quotations (solicitation SPE4A6-26-T-36RK) for the procurement of three specialized cable assemblies, designated as critical application items. This fixed-price procurement requires adherence to specific technical data packages and drawings, including TDP Rev A Gen 1. The solicitation includes a requirement for First Article Testing (FAT), which excludes this requirement from being an automated award. Quality standards are strictly defined, requiring ISO 9001:2015 compliance and specific sampling methods such as MIL-STD-1916 or ASQ H1331. Additionally, the contract mandates CMMC Level 2 Self-Assessment for cybersecurity and requires compliance with domestic material restrictions, including the Buy American Act and the Berry Amendment. Due to the nature of the technical data, the contract is subject to export controls under ITAR or EAR. To be eligible for award, offerors and their proposed supply sources must possess an approved US/Canada Joint Certification Program (JCP) certification and receive approval from the DLA controlling authority. Quotations must be submitted via the DLA Internet Bid Board System (DIBBS) no later than October 2, 2026. While the government provides a price evaluation preference for certified HUBZone small business concerns, it explicitly prohibits the use of additive manufacturing for these items unless specifically authorized. All packaging and marking must comply with MIL-STD-129, and any hazardous materials must be labeled according to the Hazard Communication Standard.
