Solicitation SPE4A6-27-T-7961, issued by the DLA Weapons Support ASC Commodities Division, is for the procurement of nine special purpose electrical cable assemblies (NSN 6150-01-370-2489). The contract requires delivery within 150 days after receipt of order, with shipping and inspection terms set as FOB Origin. A critical component of the award is the First Article Test (FAT), requiring the contractor to test three units and provide written notice to the Contracting Officer and QAR at least 14 calendar days before shipment. Quality assurance is stringent, requiring the manufacturer's inspection system to comply with SAE AS9003 or ISO 9001 tailored to SAE AS9003, with specific continuity testing conducted per QAP 12553927. The procurement is subject to significant regulatory and security constraints, including ITAR and EAR export controls, which necessitate an approved US/Canada Joint Certification Program (JCP) certification for eligibility. Cybersecurity requirements are highlighted through CMMC Level 2 self-assessment and third-party assessment mandates, alongside safeguarding of covered defense information. Packaging and marking must adhere to MIL-STD-2073-1E and MIL-STD-129, while the Buy American Act and Berry Amendment apply to material sourcing. Invoicing and payment are managed electronically via the Wide Area WorkFlow (WAWF) system.
