Solicitation # SPE4A6-27-T-5096
Solicitation SPE4A6-27-T-5096 is issued by the DLA Weapons Support ASC Commodities Division for the procurement of three branched electrical power cable assemblies (NSN 6150-01-682-6685). The contract requires the delivery of these items to New Cumberland, Pennsylvania, with a delivery window of 195 days after the award. A critical component of the requirement is a First Article Test (FAT) involving the testing of three units. The procurement is governed by a fixed-price structure with inspection and acceptance occurring at the point of origin. Compliance requirements are stringent, necessitating that manufacturers maintain an inspection system conforming to ISO 9001:2015 or SAE AS9100. The contract mandates strict adherence to export controls, requiring offerors to possess an approved JCP certification and DLA authorization to access technical data. Additionally, the contract incorporates CMMC Level 2 certification requirements and safeguarding of covered defense information per DFARS 252.204-7012. Quality assurance will be managed through zero-based sampling plans in accordance with MIL-STD-1916 or ASQ H1331. Administrative requirements include the use of the Wide Area WorkFlow (WAWF) system for all invoicing and payment requests. The solicitation provides a price evaluation preference for SBA-certified HUBZone small businesses and explicitly prohibits the use of additive manufacturing for the produced items. Packaging and marking must comply with RP001 and MIL-STD-129, while hazardous materials must be labeled according to the Hazard Communication Standard.
