Cable Creek Basin (Upper) RFP

The San Bernardino County Flood Control District is soliciting engineering design services for the Cable Creek Basin (Upper) project to reduce peak 100-year frequency storm flows from 10,830 cfs to approximately 8,600 cfs. The project involves constructing a basin within the existing Cable Creek Spreading Grounds to provide stormwater recharge and water quality benefits. The selected consultant will be responsible for delivering a comprehensive work plan, CEQA Initial Study and related technical reports, and final plans, specifications, and estimates. All designs must meet the approval requirements of the Department of Water Resources and the Division of Safety of Dams. The contract term is up to five years, with a project schedule not to exceed 30 months from the tentative award date of November 2026. Proposals must be submitted electronically via the County Electronic Procurement Network or in paper format with three hard copies and one USB drive. A critical requirement is the separate submission of the fee proposal in a sealed envelope or file. The evaluation process is qualifications-based, featuring an initial ranking followed by physical oral presentations for shortlisted firms, where 70 percent of the score is based on the question and answer session. Qualified proposers must have successfully finalized 100 percent of construction plans for at least two similar detention basin projects approved by the DSOD and DWR. Compliance with California prevailing wage laws, DIR registration, and specific insurance and indemnification requirements is mandatory. Invoicing is conducted monthly in arrears, requiring signed project manager approval and detailed progress reports.
