Cable TV for Navy Installations

The Commander, Navy Region Southwest (CNRSW) is seeking a commercial source for a one-year firm-fixed-price contract to provide cable television programming services for approximately 787 drops across Navy installations in California and Nevada. The scope of work includes the installation, maintenance, and operation of a code-compliant service infrastructure to support various service tiers, ranging from limited news and information programming for office environments to robust on-demand services for lounges and pier-side connections. Technical requirements specify that signals at pier terminals must maintain at least 0 dBmV per channel over specific cable distances, and the contractor must also provide the necessary infrastructure for broadband internet service. The acquisition is open to small businesses, including HUBZone, SDVOSB, and WOSB designations, with a price evaluation preference for HUBZone concerns. Award will be based on a Best Value Tradeoff analysis, evaluating price, technical compliance, and past performance confidence. Proposals must be submitted in three separate volumes—Technical, Past Performance, and Price—by September 17, 2026.
