AI Contract Overview
The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, is seeking to acquire an integrated software solution that combines the CAFDEx Flying Hours Management Program and the CAFDEx Fuel Transaction Management Program to support operational needs across the 55th Wing, including locations in Nebraska and Arizona. The solution must function within a secure .MIL cloud environment, hold an existing Authority to Operate, and serve as the Department of Defense’s accredited authoritative data source for aviation fuel and flying hours tracking. The government intends to award a sole source contract to Infinite Technologies Inc., the exclusive developer and distributor of the proprietary CAFDEx suite, which includes no authorized resellers or competing equivalents. This sole source justification is rooted in the unique mission-critical capabilities of CAFDEx, particularly its integration with EEBS, automated alerts for over-fueling and duplicate transactions, digital CAC-signed reporting per AFI 11-253, and its established role as a DoD system of record. While competition is restricted under RFO 12.102(a), responsible entities are invited to submit capabilities statements and alternative solutions by the May 19, 2026 deadline to demonstrate any viable substitutes that meet the Statement of Need. The acquisition is classified under NAICS 541519, with no small business set-aside due to the sole source intent, and performance will occur primarily in St. Columbans, Nebraska, with additional support at Offutt AFB and Davis-Monthan AFB. No formal evaluation factors, pricing details, contract value, delivery schedule, or packaging requirements are specified, as this is a pre-solicitation sources-sought notice intended to validate sole source justification rather than initiate a competitive procurement. All submissions must be delivered electronically via email to the designated point of contact, with no formal clause, inspection, or invoicing details outlined beyond the operational and security mandates.
