AI Contract Overview
The contract is for the supply of two cylinders of calibrated ammonia gas mixture at 50 parts per million in nitrogen balance, each containing 58 liters, identified as a commercial off-the-shelf item with a non-extendable shelf life of 18 months. The gas must be packaged, marked, and shipped in strict compliance with MIL-STD-2073-1E for preservation and MIL-STD-129 for labeling, including special marking code 32 to indicate Type I shelf-life status. Hazardous material regulations under DOT UN 1956 classify the gas as a non-flammable compressed gas, requiring proper non-flammable gas labels and adherence to IP025 and RQ034 requirements for hazardous communication, including approved Safety Data Sheets and OSHA hazard warning labels reviewed and archived by technical personnel prior to award. Mercury and mercury-containing compounds are prohibited unless used in specified functional items such as batteries, instruments, or sensors under NAVSEA guidelines, with fluorescent lamps requiring shock-proof construction and secondary containment. Sampling must follow MIL-STD-1916 or ASQ H1331 with a zero non-conformance acceptance criterion for all attributes unless otherwise specified. The item is to be delivered FOB destination within 20 days of order receipt to Little Falls, Minnesota, with no quantity variance allowed. All shipments must use traceable freight methods excluding parcel post, and packaging must meet DLA RP001 requirements for palletization, with export shipments conforming to UN international standards. Electronic invoicing through WAWF is mandated, and the contractor must affirm compliance with federal regulations including employment eligibility, trafficking in persons, sustainable products, cybersecurity safeguards, and prohibition of hexavalent chromium and covered telecommunications equipment. The contract incorporates numerous DFARS clauses related to information security, whistleblower protections, and contractor reporting obligations. The total contract value for the two units is $2.00, though additional line items suggest a larger estimated contract value of approximately $91,765.03. The solicitation is administered by the ASC Commodities Division under the Department of Defense, with procurement conducted via DIBBS and evaluated primarily on price and technical acceptability under simplified acquisition procedures.
