The Naval Undersea Warfare Center Division, Newport is seeking a Firm-Fixed-Price Blanket Purchase Agreement for calibration and repair services for Shipboard Electronic Systems Evaluation Facilities located in Virginia Beach, Mayport, San Diego, and Port Angeles. Under NAICS code 811219, the agreement establishes a master dollar limit of 380,799.00 dollars over a three-year period of performance, with individual purchase limitations set at the Simplified Acquisition Threshold. The contractor is required to provide valid ISO/IEC 17025 or ANSI Z540.3 Certificates of Laboratory Accreditation and ensure every calibration includes a Report of Calibration with before and after measurement data. Key technical requirements specify that calibration measurements must meet or exceed a 4:1 test uncertainty ratio or specific probability thresholds for false acceptance and false reject; any measurements failing to meet these standards must be explicitly annotated on the report. The scope of work involves a diverse inventory of test and measurement devices, including spectrum analyzers, power meters, and signal generators. Deliverables are managed through a Contract Data Requirements List, requiring regular reporting on calibrations and failure analysis. Multiple amendments have refined the pass/fail factors, updated the equipment inventory, and extended solicitation deadlines to ensure industry compliance and clarity.
