The City requests proposals from qualified firms to prepare a California Environmental Quality Act (CEQA) analysis for the Goleta Self Storage project which the City has deemed complete. The City anticipates that the work will include:  Preparation of an Initial Study (IS). Staff foresee the IS will likely result in a Mitigated Negative Declaration (IS/MND); and  Preparation of a Mitigation Monitoring and Reporting Program This Request for Proposal (RFP) assumes that a MND is the appropriate process, as well as provides a background on the subject project, and outlines the requirements for submitting proposals. However, staff acknowledges that the appropriate type of CEQA document will be determined based on the analysis within the requested Initial Study. It should be noted that several technical studies have already been prepared for the project/site. It is expected that a peer review of the data and conclusions within these studies will be part of the services rendered. A list of the existing documents/studies is contained in Table 2 at the end of the RFP.
