This solicitation, issued as a Call for Solution under the Army Open Solicitation W9128Z-25-S-A002 by the Army Contracting Command – Aberdeen Proving Ground on behalf of Product Manager Command Post Modernization, sought innovative solutions to integrate Command and Control systems onto Infantry Squad Vehicles to support unit exercises and drive future requirements. The focus was on developing a prototype system that enables seamless mounted and dismounted operations, requiring contractor-provided A-kit components to integrate with Government Furnished Equipment including a six-part B-kit totaling approximately 40 pounds and 580 watts maximum power. Deliverables included three fully integrated systems delivered to Aberdeen Proving Ground within four months of award, along with a Level 2 Technical Data Package compliant with MIL-STD-31000C and three weeks of post-delivery test support. The system had to operate On the Move and At the Quick Halt, be dismountable by two soldiers in under 30 minutes, and support critical communications protocols including pLEO, MiMO, TSM, 5G, and WiFi while handling Controlled Unclassified Information at SBU and SIPR levels. Proposals were evaluated holistically based on technical merit, schedule, and viability without quantitative scoring or use of lowest price technically acceptable methods. Offerors were required to submit a solution brief of up to five pages or fifteen slides, including an executive summary, technology concept, and company viability, with supplemental documents such as an Affirmation of Business Status Certification, an Organizational Conflict of Interest analysis, and an Intellectual Property Statement. OCI disclosures were mandatory, and failure to disclose potential conflicts could result in disqualification. The solicitation allowed for award under either a Firm-Fixed-Price contract or an Other Transaction Agreement under 10 U.S.C. § 4022, with potential for non-competitive follow-on production based on prototype success. Submission was limited to email delivery by April 8, 2026, to specified government points of contact. All information was hosted on SAM.gov, and participants were strongly advised to follow the posting for updates, as each amendment generated a new link. Despite detailed technical and compliance requirements, the solicitation was officially cancelled prior to award, with the Government expressing appreciation for interest and openness to future collaboration.
