Callan Boulevard Water Main Replacement Project

The City of Daly City is soliciting bids for the Callan Boulevard Water Main Replacement Project, a municipal construction effort involving the furnishing and installation of approximately 2,167 linear feet of 12-inch PVC water main, along with the abandonment of existing water lines, replacement and reconnection of five fire hydrants, and installation of a new pre-assembled pressure reducing valve station. The scope also includes laying 2-inch irrigation service lines and connecting them to existing mains at three locations, with full restoration of all impacted surfaces—including pavement, sidewalks, curbs, and gutters—to city standards. All materials must comply with industry specifications such as AWWA C105, ASTM, NSF 61, and others, and must be delivered with intact, legible labels indicating material type and class. PVC piping must be marked with blue-imprinted metallic foil tape every 24 inches, and tracer wire must be #8 copper with blue vinyl coating. Materials must be stored above ground on skids, protected from sunlight and environmental damage, and handled in accordance with manufacturer guidelines. Bidding is governed by a Lowest Price Technically Acceptable (LPTA) methodology, with award going to the lowest-priced responsible bidder whose proposal meets all technical, operational, and regulatory requirements. Responsibility is determined through qualitative assessment of trustworthiness, quality of service, experience, capacity, past performance, safety compliance, and adherence to bid provisions, without numerical scoring or weightings. Contractors must comply with the City’s Community Workforce Agreement, utilizing the Union Referral System for labor and adhering to Core Worker limits, while fully prohibiting employment of unauthorized workers. Insurance coverage must be provided by California-admitted carriers with an A.M. Best rating of “A” or better and include cross-liability clauses. Excavations near utilities must be done by hand, hazardous material discoveries require immediate reporting, and traffic control and utility shutdowns are the contractor’s responsibility. Proposals must be submitted as sealed hard copies to the City Clerk by 2:00 p.m. on August 13, 2026, with no electronic, faxed, or emailed submissions accepted. Work must begin within 10 days of the Notice to Proceed, and a detailed schedule must be submitted within 10 working days of award.
