This is a notice of proposed procurement. This notice of proposed procurement cancels and supersedes previous notice of proposed procurement number 30003611 dated September 21, 2023 with a closing of October 6, 2023 at 2:00PM E.D.T. The Canadian Coast Guard (CCG) requires an industry analysis of current marine industry crewing best practices, specifically for crew change travel, to recommend options for CCG that can be managed within the confines of the Government of Canada’s National Joint Council’s (NJC) travel directive which was developed in partnership between employer and bargaining agent representatives. This work must include a comparison of crew change best practices with other marine operators for consistency in application and methodology and to provide recommendations which can be applied to CCG. CCG requires one (1) senior Business Analyst to provide research findings of current marine industry crew change practices to help inform a new national home port concept. The findings and analysis must consider maximizing operational flexibility and readiness of CCG. This includes outlining the financial impact(s) as well as the pros and cons of a national home port concept where employees would be pooled from one or several locations across Canada to allow greater operational flexibility that would allow employees to be reimbursed for travel expenses incurred while traveling to their national location(s) of work to board their respective assigned CCG vessel. With the introduction of new CCG ships, CCG anticipates growth of its seagoing personnel to 130% by 2030. As a result, CCG requires new crewing options for these employees that better balances the need for operational readiness and employee flexibility to live where they desire. The period of the Contract will be from date of contract award to May 17, 2024 inclusive. Any resulting contract will include an irrevocable option to extend the resulting contract term by up to one (1) addition year under the same conditions. Duration of Contract: from contract award to May 17, 2024 with one irrevocable option year. Timeframe of Delivery: from contract award to May 17, 2024 with one irrevocable option year. Any conditions for participation of suppliers not specified in the solicitation documentation: This requirement is open only to those Supply Arrangement (SA) Holders under E60ZT-18TSPS who qualified under Tier 1 for the following category: 2.1 Business Analyst (one (1) senior-level resource) • for suppliers who are SA-holders: first, email only the DFO Procurement Officer on the file and request to be invited. If you are not qualified under the stream(s) and category(ies) required in spite of being an SA-holder, you must then contact PSPC's SA Authority for the TSPS SA to update your supplier profile. Proof of being added must be provided to the DFO Procurement Officer on the file before the invitation request will be considered. • for suppliers who are not SA-holders: contact PSPC's SA Authority for the TSPS SA to be added for future opportunities.
