The objective is to explore, analyze and make recommendations to implement a cost-effective CAF Common program for subsidized education for members enrolled in undergraduate programs at civilian universities. The overall objective is to maximize the value of time spend in Development Period 1 in order to set the conditions for success in Development Period 2 and beyond. CAF/DND requires the services of a contractor to conduct a needs assessment of the current situation and identify feasible options to improve the preparation of CAF members on full-time subsidized undergraduate education programs.
