The Canadian Nuclear Safety Commission (CNSC) is seeking a contractor to establish a Canadian version of the Nuclear Energy Agency’s International RegLab and to coordinate and facilitate four to five in-person workshops over a twenty-six-month contract period. The contractor will be responsible for collaborating with CNSC to identify regulatory innovation topics centered on disruptive, innovative, and emerging technologies such as Artificial Intelligence, Large Language Models, Drones and Robotics, Digital Twins, Additive Manufacturing, and Cybersecurity. Key deliverables include the development of a RegLab Participants Handbook, the execution of workshops with 20 to 25 participants each, the drafting and finalization of detailed reports after every workshop adhering to Chatham House Rules, and a comprehensive close-out report summarizing successes and challenges across all workshops. The contractor must also act as secretary and facilitator throughout the entire RegLab process, manage logistical arrangements, and conduct a final virtual information session using CNSC’s network. All supporting work must be performed at the contractor’s location, while workshop locations will be determined jointly with CNSC. The contract is a firm price arrangement, with payment tied to specific milestones tied to each workshop cycle, including the submission of Problem/Opportunity Statements, mock deployment use cases, workshop hosting, and report deliverables. Offers are evaluated using a weighted scoring system where technical merit accounts for 70% of the total score, requiring a minimum of 95 points out of a possible 135, and price accounts for 30%, calculated as a ratio against the lowest evaluated price. Proposals must meet all mandatory technical criteria to be considered compliant; failure to meet any results in disqualification. Offerors must submit their proposals electronically via email to solicitation-demandedesoumission@cnsc-ccsn.gc.ca, structured in three sections: Technical Offer, Financial Offer, and Offer Submission Form with Declaration, with a total submission size not exceeding 15MB per email. Proposals must include proof of a valid Procurement Business Number and certifications regarding the accuracy of personnel data, eligibility as a Canadian supplier or applicable trading partner, and disclosure of any status as a former public servant receiving a pension. Canada retains the right to terminate for convenience or default, conduct inspections and audits at any time, and examine all records for up to three years post-contract.
