The General Services Administration’s Public Buildings Service, Region 1, issued a small business set-aside solicitation for real estate appraisal services related to the disposal of a portion of the former US Army Installation Fort Monroe in Virginia. Specifically, the contract covered Parcel A-2, encompassing nearly 39 acres and including 37 buildings and structures located in the north-central area of Fort Monroe. The appraisal services were intended to assist both GSA and the US Army in the property’s disposition process. Interested small business firms were required to submit their quotes electronically by March 19, with the stipulation that late submissions would not be accepted. The contract was designated under NAICS code 531320, relating to real estate appraisal, with a size standard of $2 million. The solicitation mistakenly referenced New Jersey in its original title but was clearly identified as a Virginia property project. The Contracting Officer Representative overseeing the solicitation was Sara E. Massarello, based out of Boston, Massachusetts, with the work to be performed in Hampton, Virginia. Ultimately, the contract titled "Appraisal Services for Parcel A-2 at Fort Monroe, VA" (Sol. No. 1PZ-14-0008) was cancelled, but it had initially been planned as a total small business set-aside under FAR 19.5 to ensure opportunities for small firms specializing in real estate appraisal.
