Cannabis - Indoor Cultivation

This project involves a proposal for 3,800 square feet of indoor cannabis cultivation by Woodview Innovations Inc. located within an existing warehouse building at 1433 Willow St, Oakland, California. The project is governed by Chapter 5.81 of the Oakland Municipal Code and has been granted a Notice of Exemption by the City of Oakland Planning and Building Department based on statutory and categorical exemptions. To operate, the entity must obtain a cannabis permit from the Economic and Workforce Development Department by securing final approval signatures from multiple agencies, including Planning/Zoning, Building Services, Fire Prevention, and Alameda County Environmental Health. A critical component of the approval process is a security inspection by the Oakland Police Department. Compliance requirements include comprehensive exterior and interior surveillance with 90-day data retention, commercial grade locks on exterior doors, bars on street-facing windows, and secured roof openings. Additionally, the facility must utilize a safe weighing over 700 lbs or one that is bolted to the ground, with dedicated camera coverage of the safe and product storage areas.
